On December 12, 2025, VTeam Group and SERC officially signed a Strategic Cooperation Memorandum in Phnom Penh, Cambodia, formally establishing the regulatory and structural framework for the securitization of Angkor Wat. The signing ceremony was attended by H.E. Mr. Sou Socheat, Director General of SERC; Mr. Wen Fengtai, Chairman of VTeam Group; and Mr. Liang Haining, Director of VTeam Group.

This strategic cooperation represents a historic inflection point, signaling that Angkor Wat—one of humanity’s most treasured cultural legacies—will gain structured, regulator-aligned access to global capital markets, unlocking a new, sustainable pathway for long-term preservation, global engagement, and intergenerational stewardship. The initiative also represents a significant milestone in VTeam Group’s internationalization strategy.

As Cambodia’s national securities market regulator, SERC has conducted multiple rounds of in-depth consultations with VTeam regarding the securitization framework for Angkor Wat.
